Possible belt whine

I am a new bike owner with a 2009 Vulcan 1700 Nomad. There is a whine that is fairly loud coming from the area of the drive belt, it goes and comes with different speeds. I had the dealer check it and they said it was tracking straight and the tension was right. Has anyone had this type of problem and if so what can be done to fix it?
