1500 front tire change (axle position)

I just put a new tire on the front but was curious if it matters where the hole in the front axle lines up. The factory manual doesn't say. It says to put it in and tighten the axle nut to 80 ft lbs and the set bolt to 25 ft lbs. If you don't tighten the set bolt first, the axle wants to turn the speedometer drive when you tighten the big axle nut which could damage the tabs for it. My axle bolt hole is parrallel to the ground not straight up and down. Does it matter? ???
