carburetor flooding

A friend has 99 nomad with a carburetor, after sitting over winter he tried to start it but it was very hard to start. It finally did but gas was coming out of the overflow by the battery. Any suggestions as to what could cause this?

carburetor flooding

Float valve stuck/gummed up? Did he use a fuel stabilizer before he put it up? If it's running, have him empty the tank, if possible, add fresh gas and some seafoam and run it good. That might do the trick.

Otherwise he's going to have to take apart the bottom of the carburator and clean whatever is causeing the float to stick...
