Seeking to buy used nomad

Hi and please help a newbie or point me to existing thread...I would like to buy a used Nomad with the hard bags and wonder about a couple of things:

a. What MODEL years of the bike's existence cover when the "plastic" oil impeller was a problem? Did KAwa have a recall? iS it still in effect?

b. Aside from no hard bags on used non-nomad Vulcan 1500s, did they mostly come with OEM spoked wheels?

Anything significantly good/bad indifferent about such bikes going back to late 90s?
