Ive got the cobra luggage rack and I bought a chrome inspection plate and bolted it to the bottom bolt on one side of the rack, the plate is vertical but works well.

I have seen a plate that has a 90 degree bend in it and used for inspection stickers. It sits right over the top of the license plate in a perpendicular position.

We don't need an annual inspection here either, only when the bike is purchased by each new owner does it have to get a safety certificate.

When I put on my cobra luggage rack, I took the IP bracket off and bent it on a sheetmetal brake so it would lay down under the luggage rack...
