Neoprene washers on the bolts put them on the back of the cover.

I re-attached Patricia's with washers I took off of #12 Buildex Teks roofing screws (available at Home Depot). It's a snug fitting stainless steel flex washer with a bonded neoprene inner side.

I dont have a cover..but it sounds like the cover is flexing/vibrating, against the radiator or other structure...maybe ajusting the cover away from a flush fit will help..?? just my 2 cents worth.
