Should be brake / running lights, with dual filament bulbs in the ones I have worked on. It would be an easy conversion to all three if you put something like a Kuryakyn Run/Turn/Brake controller on though if you were wanting all three.

It is off of an Ultra Classic. And the lower sidelights are running lights as well

+1, the side lights are running lights only.

The "tail lights" are run and brake lights only, but I do have mine wired to act as running, brake and turn lights. The side lights are running lights.

I wish my tour pac had the lights in it. I think they look a lot better and are safer as well.

I would say add the spoiler with the LED light strip. I put that on mine and it looks great and really increases the rear visibility I think, but the luggage rack has to be mounted forward of the normal position to get the spoiler to fit. Unless you are lucky and have that rack mounted in the 'spoiler compatible position' you are likely out of luck.

I have heard of guys cutting the tail lights into the King Tour Pak, but more than I would want to attempt.

just got back from the dealer.. he installed my hoppy converter and hooked the lights up to the tour pak. He made them run, brake and turn signals. they charged me for an hour and a half, so 120 bucks, but it took them 3.5 hours to get it done so I can't complain I guess. It really makes a difference when you hit the brakes.. lights up the road behind you now.

120$ IMP is not too bad a deal from a dealer :).. Sounds like he treated you fairly.. and with the stock signals are break/run/turn as well.. WOW your REAR end will be seen :)
The Bike is looking good and the Tour pack Paint looks great....Rich
