I believe the fire-walls between "intelligence agencies" was done during the Clinton-era; led by individuals such as Pelosi and a whole host of other Democrats.
Another one of their brilliant ideas. ;) It just makes me stay awake at night with excitement and anticipation of what "health-care" reform has in store for me.
