Not being a wise ass, just curious.
Various lung disorders qualify for disabled plates Tim.

The list is far longer than you may think, and in all the cases I have seen, deserving of the placard.

Having a handicap does not mean you have a limb missing, or paralyzed.

I guess I should have commented more.
This is "really" as in, is this for real. I've never seen a handicap motorcycle license plate before. I didn't know they were available.

The "PD" (around the wheelchair) is "Person with Disability" and it looks like PA has 5 characters on their handicap plates so this one could well be personalized. I can't figure it out. Anyone else have a clue?

After doing a quick bit of research, I am fairly certain the "P D" stands for "Persons with a Disability".

Penn's DOT describes the new motorcycle plate with that specific language; thus the PD on the plate.

For those that may not know... a Handicap Plate and/or placard can be obtained in most all states by a person having a family member in their immediate care that has a qualified disability.

However, they can only use the plate/placard's privileges if that person is presently riding in or on that vehicle at the time of use.

So... for those that might not understand these... it is easy to misunderstand how someone appearing to be "normal" could have one on their car/bike.

There is ALWAYS more to the story...

Oh yeah... by the way... this entire thread is included on Google results when searching for Penn Handicap Plates. Just thought I would mention that...

I was also trying to make something out of the "P14C". I have a couple of friends who ride and have disabled plates. One of them (Matthew) can manage (with great difficulty) to walk 50 yards or so. He still enjoys riding on his better days. On his bad days he has to call the DART (Dial A Ride Transport) to get around, or just stay home.

I was at J&P Cycle one day and there was a guy there that was riding this BMW that looked like it came from a Mad Max movie, He had a side car but it was actually to hold fuel and he had another tank on the side of the bike. He could carry something like 15gallons of fuel total!!This guy had a wooden left leg and since he couldn’t shift with that leg he had made some solenoids that would do the shifting for him by pushing a button on the handlebar. Nothing was going to stop this guy from riding!!
