Fork Seal Driver Question...

I edited this as I figured out the seal driver question but when I pulled the lock bolts that are in bottom of each fork, one had the brass washer and one did not? Surely both sides should have a washer correct? It wasn't leaking but figured I should go see if I can find another washer at the hardware store.

It shows washers for each fork. It's for a 2006 Nomad but I think the forks where relatively unchanged over those years. Bottom line is that there should be a washer on each fork bottom.
