At 45 degrees.... I can only give you a "Possible" on the ice issue in the Hill Country. If the temp is 50, 55 or higher, I would say your good.

Cold is all relative. This morning it was 15 and I was outside in a pair of shorts. Didn't feel too bad.

Aside from Trip and the guys who live in the Hill Country, I've been there as many times and in all sorts of conditions. Don't know what the time constraints are around your trip, but February is not your month. Even the end of March would be better. Kerrville is probably the best place to set up as it is right in the middle of everything. We have stayed at a lot of places, and our favorite is the Super 8 right off of 16 only a couple of blocks away from I 10. It's convienent, reasonable on price, but always clean and the staff is very accomodating. Rooms have nice amenities. And the breakfast is good enough to get a quick start to the day. There's a playhouse in Kerrville that offers live entertainment if you want to have a nice night out, and great eats and nice service stations, with very good coffee (my wife is picky about this). Fredricksburg is not far away, and worth a visit, especially if the wife likes to brouse and shop. While there, plan to do the Willow city loop. It's not real twisty or exciting, but you can see things like Turkey and wild Boar like 3-4 feet away as you ride past. Stay on the bike and keep moving. It moves kind of slow, but its sort of like riding off road, except there is a road (more or less). If you do go to the Sisters, you will find yourself in Leaky. Best gas there south on 83 from 337 about a mile. Two great places for burgers. The bent rim and IF you get there early, the Hog Pen. On your return trip to Kerrville from the sisters, make a point to use 39. Other things to see, ride out the Old San Antonio rd. or old no. 9 from Fredricksburg to Comfort. Then you are not far from Kerrville. Plan well and watch the weather very closely. It can turn on a dime around here. Good luck and welcome. If you can delay, do so. If not, be careful. It's doable, but can be tough. It will be the water and ice you want to worry about. You no doubt have experience already, so go with what you know.
Oh, and I wanted to add, if you can manage it, ride to Blanco. There is a place there called Liz on the Square. Great little bike shop with all kinds of clothes, glasses, biker accessories, and leather everything. She has a web site, look it up and give her a call, make sure she will be around when you visit.

As I mentioned earlier I rode the Three Sisters in February 2015 (late) but I had been in Killeen for about three weeks and the weather was horrible. All of a sudden it warmed up and was forecast to be warm for over a week. I made a reservation in a small town (Leakey I think)) at the south end of the ride and took off. Took two days and had a nice relaxing trip. Only thing missing was a companion to ride with (wife doesn't ride often). Watch out for the vultures.........they're all over the place and would be akin to hitting a turkey. Pretty big.
