? 4 railroad guys

Saw this on way back from North East rally.
Any one know what its purpose is ?

I don't see it doing anything but moving up and down the track.

Doesn't seem to be laying anything down

TC looks like a tamper a machine that packs ballast (rock) in around the ties and tightens up and aligns the railroad bed without better pics looks like that is what it is could be a tie handler that removes and puts in new ties also not a good side pic the one HWY Rider posted was a tamper

When I was lookin at it the front part looked like it would hold ties and either lay then down for the track or pick them up from the track, but that didn't seem possible because the equipment runs on the track and ties are underneath the track

I didn't see a hydraulic arm like is used to remove and replace ties.

after looking at it closer the front of it is the alignment part in the travel mode the front part comes down on the track and extends and the lights light up once they program the machine the lights let them know if they have the right tilt and alignment of the track for that section they are working on
