Low mileage for an older bike... Have the fluids been replaced regularly? You could possibly have a little gunk down those very small holes in both those reservoirs.

In all honesty, I don't remember if the brake system has the small return holes. I would think that the front brake would as it is basically the same set up as the clutch, just reversed. But if I was you, I would go ahead and change the fluids and check to see if there is any gunk in the reservoirs.
