I don't know. The 99's are carbed bikes as far as I know. They have a low psi fuel pump, that may or not be audible. Some guys here have 99's and will be along to say one way or the other I bet.

Does the bike start? If so, I wouldn't worry about it.

If its a carbed Nomad you wouldn't hear the fuel pump when you turn the key on, only an EFI would come on when the key is turned on.

When was the last time a Harley owner posted on here that his bike wouldn't start? Huh? Lots of Nomads that won't start, but no Harleys.

The only time you will hear the fuel pump is when you prime the carb.
Try this, after is sits for a few days put it in 1st gear, turn on the key and hit the starter. You will hear a clicking sound when the pump fills up the carb.
That's about the only time you will hear the fuel pump.

My pump started leaking at around 8,000 miles. The warranted replaced is and now I have over 108,000 and still have the same replaced pump on it.

Mac and jmorrow are correct. Carbed bike, low fuel pressure, so complete silence when the key is switched on. Some 99 owners have had the pump fail and simply removed it. It will run fine without the pump by gravity feed. No worries man.
