OK....most of the time, your local bike shop knows where to take things or they usually know of folks that'll do that.
The radiators are super thin, and you need to know what your doing....
The repair is a form of welding....its called soldering....
Usually bike shops can do this....but I know for a fact that they know at least 1 person that can do it....
JBWeld will work great, just get your tank absolutely clean, have to rough it up a little with some sand paper, then follow the directions. I've JBWelded gas tanks/oil tanks and cracked crankcases out on the road before....
If you do, do not tig on the radiator unless the guy can weld beer cans together....a needle tig is needed....
Anyway, a propane torch, some solder, and experience is all you need.
They soldered the damn thing together, you solder it to fix it....

All the radiators in newer cars are all plastic....something we all are looking forward to....

Silicon won't work. Soldering is how the radiator shops hold things together most of the time. Silver solder is stronger.

Why wouldn't the radiator shop repair it?

Well, they were probably scared of that small radiator. Me, I just grab a old radiator, pratice awhile, then start putting on some solder...
I always keep a backup of these things, starter, radiator, reservoir, upper tank, cap, angle drive, driveshaft and a rear drive.
I have these up on my shelf, when I have to tear into my bike, they are there....
