I just picked up gortex lined military rain pants. They are about $25 on ebay. I have not tested it in rain yet, but the plus is the fit easily over boots and pants, and the exterior material is a ton more durable looking than frog toggs or typical rain wear. The bottoms have a velcro band that will allow you to tighten up around boots.

The bad is the pocket flaps. While very handy to get to front pockets, they do look like an area where rain could seep in while riding.

I use a Firstgear Kilimanjaro jacket and their mesh pants with removable waterproof lining. I am very pleased with them and have ridden in prolonged, heavy rain with them.
