Yer right it is. Previously the seat was cut down to accommodate a shorter rider but it looks like the covering wasn't tightened up correctly. I have two options, fix it or get an aftermarket. I don't have enough experience riding the bike to know if this seat is comfy or will be replaced. It's definitely on the list...
