It could be everything that Norm suggested or a bad diaphragm. Sometimes a carb will wear, and no matter what you do will allow you to set it so it stays in tune. The shafts and butterflies go oval and that requires replacing the complete carb.
More than likely you have something not seating correctly, or a bad needle. Its hard to tell without seeing the bike but Id try a different shop, as they are missing something.

Hey that exact same thing happened to me ! First I took it to dealer and the charge was over 300 dollars Two days later the same thing I took it back again and waited another week and got it back and did not even make it home.Then I took it to a local hd mostly shop and it ran fine for 3 days and did it again.that is when I joined these forums and started to do my own work. here is what I did. after messing with the float as people were telling me ,that was a mistake The float was ok for 30000 miles and why would it all the sudden be out of adjustment. Well I got that right.Here is what I would do .Change the float valve and clean the carb real good beforehand.I also changed the fuel filter and rubber fuel line coming from behind the fuel pump going to the carb.It keep getting trash in it .After taking the tank and carb on and off and on and off I finally got it right. Then a few days later I smelled a little gas and discovered the diaphram was torn.It has been doing good now for 6 months.the judge told me tat even if you can't see the float valve tip being damaged it can get hard and not work. I would get a float valve and not mess with the floats if they are not sticking and that will fix it.This drove me crazy and found out that this happens a lot to these carbs.i have suggested this on other sites and has helped several people The shops will eat you alive!
