The difference is that the forks are spaced further apart on the 1600's
I actually called them and spoke to a person. Asked the question specifically. The answer was "No it won't fit a carb'd 1500 and we don't make anything that will".

Take that for what it's worth.

But they couldn't tell you why specifically the fairing wouldn't fit.
I think they just want to cover their butts, they made the prototype on a FI bike and don't want the bother of dealing with something they are not 100% sure of.

Thought I'd update this just in case someone else wants to put a Memphis on a carb'd 99. It fits perfectly and took about 20 minutes to install. Apparently their application chart and the person I spoke to on the phone isn't up on their product. Thanks to Bud2rat for letting me know it fits.

Again just like the one installed on the girlfriend's bike, it came packed well, went on easily and had all the pieces/parts. Fed Ex attempted to destroy it by the look of the box, but everything inside was intact and unbroken. Mine didn't need longer bolts for the factory lowers so that must be a 1600 thing. The lowers didn't even have to come off. Although still clear in these photos, I did end up painting the lowers black so it would match better.

I modded the mounts just a little. Wanted it to lean back a bit more than the factory mounts would allow, so elongated the adjustable slot part just a bit with a die grinder.

Eventually I'll paint it to match, but for now the side covers, frame, parts of the motor, seat, backrest, tires, lowers etc. are all black so it kinda matches. I'm going to try to paint it myself (have all the equipment, but lack experience). Paint/materials will cost as much as the fairing itself did, so it's on hold for the time being.
