Why no PCV?

One of the things I've never figured out about Vulcans is the lack of Positive Crankcase Ventilation. From what I can see the vent hose exists, but there is no PCV valve. Doesn't this typically mean excess oil consumption and unnecessary carbonization of valves and pistons?
