Frozen Allen Head - Help - Modfied

I am trying to remove the back rack from my nomad. There are 4 Allen head bolts holding it on. I have tried to remove those bolts but they will not budge. I am afraid to put anymore pressure on them for fear of stripping them.

Any suggestions?

Should I use anti-seize on them when I put them back?
