If you have a good motorcycle jack, disconnect the shocks and jack it up till everything clears.
I don't have a good jack. I just block the rear up till the tire clears so I have to take everything off. Just a couple extra bolts for me. Not sure how much time you will save.

If your motorcycle lift gets the bike high enough off the ground you shouldn't have to take the fender off.

I don't know about the 1700s but you don't need to remove the shocks on the 1600s.

I dont change my own tires but have seen them do mine. Fender does not come off I take my bags off and my hitch off before I go to get tire changed Have to take hitch off so thay can get the axel out. Look and see if your axel will clear the hitch. the exahust has to be droped anyway. My hitch is not bolted to the fender so I have a different hitch than you do.

Not related to the Vulcan rear wheel removal... but I seem to remember seeing an old Brit motorcycle where the rear fender was hinged, could have been a Vincent or an Ariel or ???

The old voyager XII required the removal of the rear fender, but it had a section at the back that was easy to take off. I have never had to remove it on the Voyager and I have had the wheel off twice, I simply jack it way up.

Some of the old FLH Harleys had a hinged rear fender.
