I ride with a fellow who owns an 03 Roadstar, he is currently looking at Venture Royale. We are both in our sixtys, and I was wondering if any one would be able to compare riding characteristics of these bikes. EG: would the VR been more top heavy ride.

It would seem that the best way for you to tell would be to go to a dealer and take one for a test ride. Otherwise you will have to find someone who has ridden both and be able to give an objective answer.

Just got my December 2009 issue of the Motorcycle Cruiser magazine in the mail today. They have a road evaluation on the way to Sturgis of the Harley Electra Glide Ultra ($24,699), the Vulcan 1700 Voyager ($16,799), the Star Royal Star Venture ($18,690) and the Victory Vison Tour Premium ($20,749). This might be a place for your friend to start his comparison shopping.
