Just saying

I have a question. I've noticed lately on the boards I visit a lot of people will qualify a statement or post with "just saying" at the end.

What does it mean? Is it like saying "know what I'm saying" at the end?

It is more like saying, "Hey,I know this is controversial and may ruffle some feathers but it is my opinion and you are just going to have to deal with it the best you can".
Thats what I mean when I use it,

Tim is correct on that. Some people say just saying, others might say my opinion or some might say just my thought.
