Bolt torque values in FSM

I'm installing a new Kaw front fender trim and looked up the torque values for the front fender bolts. It says 61 in. #'s. That seems pretty light to me considering the size of the bolts. Some of the other values I have run across in the FSM seem pretty light too for the size of bolts. Does anyone else share this opinion? There's no way I'm going to hang my fender on with the bolts at 61 in.#.
