Shifting problem

I have searched but could not find much to guide me so I hope someone can help.

The other day I was riding and came upon an accident and stopped traffic. I was in 4th gear and had to stop so quickly I didn't have the opportunity to downshift. Normally that wouldn't be a problem but this time I couldn't get the bike to change gears while stopped. I tried up shifting, down shifting, I used both the heal and toe shifters. It took what seemed like a minute or so of rocking the bike on uneven ground to get it out of 4th. By this time traffic was moving around the crash and I was holding up traffic.
While messing with it and making up new words to express my frustration I noticed as I would tap the shifter it would show 4th then nothing showing at all as if it had no gear indicator at all. the shifter felt solid and no click so it wasn't changing gears and just not indicating.
I have had this problem in my garage going from 1st to neutral but rolling it a few inches helps. This is the first time on the road and it concerns me because unlike my level garage floor, rocking this heavy beast on uneven ground with cars in front and behind me wasn't enjoyable.

I have a 2013 Voyager, Ivans flash (original), Rotella T6 (old formula), oil changed about 1000 miles ago. Oil level is fine.

Nothing special. In some rare situations, that could occur when the tooth on the gear sitting in an dumb position. Normally, when this happens I let the clutch just a little bit coming. You will recognize immediatly how far is needed. Just a little. the gear "re-organize" in the transmisson and will sit/stand better to each other after that and you can downshift as normal.

Have that had happen sometimes on all bikes I had - but ONLY on situations like the one you mentions. Full stop in high gear, not time to downshift.

On the 1500/1600s MaKaw built in a provision where you CANNOT shift unless the bike is moving.

The 1700's are likely the same.

There are, IIRC, 5 ball bearings that centrifugal force cause to leave their indent which allow the shift.

Yes the 1700s are the same, as far as the shifting at a stop goes, exactly the same as my 1500 was.

The 1700 has 3 steel balls under 5th gear, which prevents the shift drum from moving neutral to 2nd unless the output shaft is rotating fast enough for centrifugal force to move the balls away from the shaft. In other words, unless the rear wheel is turning you can't shift from neutral to 2nd. These balls have no affect on downshifting, and do allow shifting from neutral to 1st and 1st to neutral.
Downshifting at a standstill can only be done if the input and output shaft are rotating in order to line up the dogs with the slots on the side of each gear. Rotate the input by dragging the clutch gently and rotate the output by rocking the bike back and forth with your toe resting lightly on the shifter. If you try force the shifter down you could bend a shift fork or break the shift mechanism.

Thanks for the responses. I was concerned there was a problem with the way my gears were lining up. Now I know its part of the design. While sucking up the seat cushion it wasnt a design I was thrilled about but as long as I know I what to do to I can work with it.
You folks are great.

I've found a light let up on the clutch fixes the problem & let's me shift.
