Steve, click on reply and and go all the way to the bottom of that page.
On the left side there is a box titled Posting Rules . In that box is a place to turn on smiles. See if it is on or not. If it is not then click on it to turn it on.
Wait, I tried that it didn't do anything. I'll figure this out yet.

OK, I think I got it.
Click on user CP in red bar at top of page.
Scroll down the options on theleft of page
Click on edit options in the settings & options box.
Go to bottom of page and in the box Miscellaneous Options click Enhanced Interface in the pull down menu.
