Rick, Usually you can go 9 miles over on the interstates without getting pulled over. Not 10 or more but 9.
On the secondary roads at least 5 over is safe, usually. I usually stay close to the flow of traffic.
Interstates are 65 MPH and secondary roads are most often 55 MPH.

In my part of the country, interstates (I-xx) are 75 MPH outside of urban areas, 65 MPH within urban areas (or less). There are some stretches of I-15 in Utah where it's posted 80 MPH. Major US/state highways are 65 MPH.

On my trip, I am trying to avoid interstates where possible, but sometimes you just have to cover a lot of ground in a hurry due to time constraints.

I don't think there's any state that doesn't suck in some form or another. Look at California.
