Any suggestion are welcome

I started to change my front tire on my Voyager this afternoon and the front axle would not come loose, yes I removed the 2 bolts below the axle. I tried the suggestion of the 22mm bolt with the double nut but that sucker won't budge, has anyone had this problem and what did they try

How big a power bar are you using? I haven't had this issue with the front axle, but when I have a large stubborn bolt or nut and can't use heat, I get out a 1/2 drive 20in power bar and slip a piece of pipe over it for extra leverage. You may want a helper sitting on the bike holding the bars tight. An impact gun may also be a good choice to break it loose.
