No. You only need the fuel management if you do something with the air. That was straight from Vance and Hines when I put them on my Nomad 1700.

It depends on the sound that you want to get. Sal recently did a side by side comparison. I'll see if I can find the link.

I really think the air is worth doing anyway - even if you're keeping stock pipes on there... These bikes are lean from the factory to meet emissions standards, and will benefit from a fuel processor even if you've done nothing else.
I put an EJK processor on mine early on, followed by a K&N OEM replacement filter, then pipes (Cobra scalloped tip), and finally Chuckster's BAK... I noticed improvements in fuel economy and response as soon as the air kit went in, and was able to use a lower grade fuel without ping. Results have gotten better as each modification was added.

Thanks Peg for your advices, I had a K&N filter on mine but I am not mechanical savage to mess around with the fuel management, I had read a lot of ppl on this forums had problem with back fire and others stuffs after putting on the fuel management like PCV, Fi2000 ect.... I just want to pipes to make some noise for safety wise! Like i said I love to do all of that but I don't think I can. Thanks

You will still have a little popping and backfire every now and then even without the fuel management. I was ready to take the Vance and Hines off when I first heard it but got use to it.

No fuel management for me. I just wanted a little deeper sound from the exhaust and got it from the Vance and Hines mufflers. The bike runs and rides fine so there is no reason for me to modify anything else. I'm going to try some 89 octane gas on the next tank and see how it does. I've been using 93 octane unless I'm in an area that has 90 octane. The bike really likes the 90 octane gas that I can get when I'm in CT.

oh yeah i ran my vaquero on 93 octane too with everything stock accept the Rayrace throttle mod and K&N filter. Great to know! I will try Octane 90 or 91 once I slip on the V&H pipes. Thank you!
I read up about v&h exhaust tent to crack at the header pipe not sure if I want to go with V&H or Cobra?

That's the Vance and Hines header pipe if you put on a full exhaust system not the mufflers.

The problem that people seem to have when choosing one or the other is the sound and the looks. The Cobra's look better and the Vance and Hines sound better. I guess you can't have the best of both worlds.

There go thank you again I learn something new today about exhaust. Ok looking like that I am leaning toward the V&H slip on exhaust, do you have any difficult installing it on your bike? or it straight forward following the instruction that come with the pipes? any tips or advices on the installation? I will have to tackle this project myself. Thank in advance HwyRider.
