Steering Bearings

I have a ? for ya'll. When tightening the steering nut, with the front wheel off the ground, should the be any resistance at all, or should it swing completely free?

Steering Bearings

Don't know if this is the "right" answer or not, but my recollection from the tech manual says that they should have just a slight resistance. Such as you should only have to tap the bar end to have them fall to the side but they shouldn't fall by themselves. Does that make any sense?? ???

FWIW.
