There is one on each from the factory.
Some guys have left one on to keep some release, but it has been proven to be unnecessary.

Yea, you can paint it white or a silver. Just clean all the oil off your surfaces and do it right.
If you can rebuild a engine, the Vulcan 1500 isn't hard. Just get yourself a good repair book, have a good heavy table for disassembly, and a good heavy clean table for assembly, take your time. The 1500 has alot of small parts, pay attention to detail and pay attention to the repair book. The tensioners on the cam chains can be a big aggrevation, just take your time.....

Got sight glass out. Damaged the rubber surround abit thinking it was disposable rtv. Hopefully after some clean up the rtv will seal any chew mark imperfections.
