13 Vaquero Slow Speed Rub/Vibe

Ever since new I have been experiencing a rub/vibration/grind at very slow speed, almost so slow to the point of falling over. Almost feels like the belt is rubbing on pulley and causing a vibration at one point in its rotation. Had the pulley cover off and spun the wheel and smooth as can be. My belt has been fraying since day one along also. Took it into the dealer and they said everything looked fine. Got the scoot home, adjusted belt tension on loose side and still experiencing same rub feeling. The belt rides on the outside of the rear pulley with about 1/8 clearance and alignment marks are even. Next step is to remove pulley cover again and check torque on front pulley. Bike has under 700 miles.

crazy

That fraying isn't right. Take a picture of it and ask the dealer why he thinks it should be like that.

Already been there and they said it is normal to fray since everything is breaking in... Guess they didn't realize I'm an aircraft mechanic of 15 years and know a little about mechanics...lol. In process of finding another dealer.
