A shock question

Hi I was wondering if anyone knows if a shock from a 1999 Nomad can be re-built? It wont take air or hold it.I believe there is a oil seal in it.I priced a new one at the local dealership and it was a shocking surprise (excuse the pun) $588.00 Canadian pesos. If it cant be rebuilt the I will turn to a salvage yard I guess. Thanks for your assistance, Nomad Dad.
