running lights / brake lite question

??? OK Guys 1999 nomad 1500
New mystery I figured out my 30 amp fuse problem(when key is turned to acc )fuse still blows ,and I noticed I have no running lights or brake light,still have blinkers and headlight.is there a relay or another fuse for the running lights and brake lights.I put in led blinkers with load equalizers (one for each blinker) my tail light fuse was blown (which could have blown with 30 amp fuse not sure )I replaced the fuse and with my test light I get a hot side and with the engine running and brake pedal pressed I still only get one hot side ,shouldn't both sides of the fuse be hot ?I hope you guys can help ,Thanks again for any input...
