The problem is that the Justice system just doesn't give a damn.

Now, if a vigilantee was to administer justice to the driver of that car with a bullet in the head, then you would see the Justice system pull out all the stops to find, arrest and convict the vigilantee.

I'm not advocating that. However, if the Justice systems would convict a few of these "I didn't see him" jerks and sentence them to at least 5 years in jail, maybe, just maybe people would start to pay a little more attention. Knowing human nature, it probably wouldn't make much difference.
