chrome lowers
I have seen chrome lowers similar to those on other bikes that are clear like the windshield. Does anyone have pics and information on where I can get some for my 2000 Nomad (carbureted)

I had chrome lowers on my 650 Yamaha. Liked the look. Couldn't get them for the nomad though.
The ones I had were from National Cycle.

chrome lowers
I had chrome lowers I bought from Value Accessories for my 2005 C50T. I believe they were made by Custom World International.

You could try to make some out of stainless steel, if you have a bit of time.

I have the Premeux lowers on my bike and while they do look almost exactly like the Harley lowers, they are a lot smaller in comparison. They are narrower and shorter. I think it would take a lot of cutting and fitting to make the HD's work on a Nomad. I would attempt adapting HD lowers only if I had some that I received for free and didn't mind spending a lot of time on.
