Wire Guide or What

Took my vn1500 nomad rear fender etc off some years ago to grease the swing arm. Due to Illness finally getting to put it back together.

The part in the attached photo is a mystery to me. I believe it is only a guide for the wires from the front to the rear brake lights, running light etc. Was in an envelop I had marked fender. Believe it is attached to the bike by the two bolts attaching the fender to the frame as shown in the photo. Can not identify them on the parts schematic or service manual. Dont want to guess wrongly. If only a guide dont think it matters whether the vertical on the part faces front or back. Am I right or wrong?
