Those are accessory connections. One is +12v, the other is ground. Each will accept two connectors. These are 10 amp fused circuits, but they are always on. You have another set in the headlight bucket as well.

Just remember these aren't switched connections. You will need to turn your GPS (or whatever accessory) off manually.

I can't really see that pic well. One wire appears as black w/ yellow which is acc ground which has a mate in the lamp bucket. If the other wire i can't see at all is white w/ blue it is a 10 amp acc + wire, which has a mate in the lamp bucket too.

Both sets run off the 10 amp fuse in the fuse box, so don't add in any device for 10 amps on one pair and again on the other, and these are ON all the time.

The last wire you can find under the seat not in use is solid yellow and for the code reader. Don't go stickin things into it!

Do not wire (2) 55 watts each lamps to these acc wires either.
