Odd Noise From Throttle Body

I have removed the Cobra fuel controller, had the ECU flashed and put everything back together tonight (showed error 98 and reset everything). When I turn the key on the fuel pump cycles like normal and I get a high pitched buzz/whine coming from the throttle body actuator. The bike starts and runs but I shut it off due to the noise. If I turn the key off the throttle plate cycles open and closed and the buzz/whine goes away (changes tone while the throttle plates are moving). Anybody else have this problem, I think it is more associated with removing the fuel controller from the injectors than the flash but I don't want to rule anything out.
