Front Tire Tread Depth for New Tire

I have the Commander II 73H front tire that was purchased and installed by my local dealer. When it was new the tread depth was only 5/32 deep and I would like to know what the depth of a brand new one should be.

I'm thinking that I received a used tire because my mileage for this tire will be less than the stock tire. Based on the current wear I will only get 7053 miles when I am down to 1/32 left. I had 2/32 left on the stock front tire and 8618 miles on that tire.

Does anyone know what the new tread depth should be on the Commander II 130/90/B-16 tire
