If you feel that you have to stretch to keep your hands on the handlebar, particularly in a tight turn, then yes. It's not just the raising of the bar, it's bringing them closer to you.

I think macmac is probably correct; whoever previously installed your bulbs got their greasy finger prints on them. I've been running H-3 55W amber bulbs wired on a relay with no problems at all.
