Something is shorting it out.
Need to check the wiring my guess would be a bare wire somewhere.

Not sure if it helps but some of the earlier years had that under the tank shorting. Check some older threads? Just a place to start maybe, before you tear it apart.

I did have the recall done for wires under tank to be wrapped

Then that is where I would start.
Could be a poor wrap job and insulation on a wire has worn thru from rubbing on something.

I will look under tank and see if any wires are grounding out! Of course the kawi shop that did the recall is out of business 👎

The under the tank recal was for ignition switch wiring and if you follow the wiring path the 5A fuse is downstream from the ignition switch. so that should not be the issue
I would start by, buying extra 5A fuses, determining when it blows (bumpy road, when first turned on etc) then put ohm meter on the 5A fuse output (remove fuse)and try to recreate the failure by moving wires etc. looking for a ground.
