Air Filters

I have a 2007 Nomad and finally curiousity got the best of me to find out what was behind the round chrome covers on each side. I found one has an air filter and the other doesnt, is this the way it should be? By the way when sitting on the bike the cover on the left side has a filter.

Yes, they are all that way until you "fix" them.
